Review land compensation rates
ITANAGAR, Aug 26: Members of Project Affected Peoples’ Forum (PAPF) have appealed to the GoAP for early review of the land compensation rates based upon the proposal of Anini DC against the execution of proposed EHEPCL 3097MW project over Talo and Dri rivers in Dibang Valley.
A team of PAPF executive members, who met the state Secretary Land Management at his official chamber here today, claimed that the land rates fixed for various categories approved earlier by the GoAP for Dibang Valley is very low in comparison to the rates approved for neighbouring districts Lohit and Anjaw.
The people of Dibang Valley strongly object to the disparity in land compensation rates since the topography, altitude, climate, flora and fauna of Lohit and Anjaw is similar to Dibang Valley, the Forum said and sought early review of land rates for payment of the compensation packages to the project affected families.
Farmers' training by KVK
ITANAGAR, Aug 26: Tawang Krishi Vigyan Kendra (KVK) conducted training for farmers on off season vegetable farming at Khimney village, Tawang Wednesday.
The subject matter specialist in horticulture of the KVK imparts training to the farmers on offseason farming of vegetables while the SMS in plant protection educated them on integrated disease and pest management of vegetable crops.
Later, the attending farmers get their all doubts and queries cleared and answered by the resource persons during the interaction session.
Awareness prog for adolescence girls
ITANAGAR, Aug 26: KVK, Papum Pare held an awareness programme on adolescence health and hygiene at the training Hall of CDPO office, Doimukh.
Subject Matter Specialist Home Science of the KVK Nane Taga, said adolescence is a period of rapid physical growth with a corresponding increase in nutritional requirements to support the increase in body mass and to build up stores of nutrients. The daily intake of nutritional requirements increases according to some factors, such as age, gender etc, she said.

ITANAGAR, Aug 26: The Arunachal Pradesh Congress Seva Dal (APCSD) today observed the 40th death anniversary of Dr. Narayan Subbarao Hardikar, the founder of Indian National Congress Seva Dal at Indira Gandhi Bhawan, Naharlagun today. The Seva Dal cadres led by its chief organizer Kipa Kaha paid floral tributes to the portrait of Dr. N.S Hardikar on the occasion.

The team also found large numbers of Aedes mosquito larva in small water bodies in upside of bamboo posts used as fencing support and also in all bamboos used as construction items which were stacked outside the house compounds. Mosquito larvas were also found in rubber tyres, plastic and metal containers during the resource reduction activities.
However, the positive side is that all the people are aware of prevalence of Dengue through media and awareness activities in schools.

NEW DELHI, Aug 26: In a relief to Chief Minister Nabam Tuki, the Supreme Court today stayed the Gauhati High Court order for a CBI probe into corruption allegations of awarding contract works as a PWD Minister to his family members.

No one’s baby with bad infrastructure, Itanagar loses smart city race

ITANAGAR, Aug 26: Since the last few days intense debate over why Itanagar has not been selected under smart city project is going on in various public forums.
There is a section of people who believes that Itanagar deserves smart city as it is the only town which is cosmopolitan in nature in the whole state, as people from across the Arunachal live here. Another section thinks that Itanagar presents no scope of future growth and therefore it does not deserve this mega project. Considering the pathetic condition of road and haphazard growth of capital region, there is no doubt that situation is quite bad.
Though blessed with enchanting natural beauty, capital complex today resembles an urban jungle. The moment one enters the capital whether from Banderdewa or Hollongi, bad roads welcome the visitors.
A senior government officer in lighter vein once told this reporter, “While coming from Guwahati, we have lunch at Tezpur and after that fall asleep. When a sudden jerk of the vehicle wakes us up, then we know that finally we are inside Arunachal's territory.”
Such is the sorry state of affairs of the capital city. Difficult to accept, but there is no denying the fact that people of capital city are themselves to be blamed for the present scenario. No one seems to care for the development of capital. In fact Itanagar has become the victim of ‘who cares’ attitude of its denizens.
Majority of the population of capital complex comprises of migrant population. Unfortunately, these groups of people have not developed the sense of belongingness due to which they are least bothered about city's future. Majority of the indigenous people of capital region have migrated to places like Doimukh and other interior parts of Papum Pare district. Unfortunately, large section of the migrant population who have faced some sort of trouble during their stay here due to regionalism, biasness feels alienated and therefore have not fully embraced capital complex as their home.
For large section of people Itanagar is just a place to make living. Few people who try to boss around, citing Itanagar, as place of their tribe are responsible for this situation. Once a friend who hails from eastern Arunachal told this reporter, “I never felt like I am living in my own state while staying in Itanagar.”
Unless people living in Itanagar develop the sense of belongingness and take pride in being citizens of the state capital, this place will never develop. Unfortunately, the soul of Itanagar has been killed by its own people. People cry about lack of development but they are the ones who create big hurdle in its implementation. Government authorities alone would never be able to develop any city or town.

ITANAGAR, Aug 26: The State Bharatiya Janata Yuva Morcha (BJYM) today organized a protest demanding the immediate resignation of Nabam Tuki from the post of Chief Minister following the directive of high court ordering a CBI enquiry against him for allegedly allotting contract works to his kiths and kins during his tenure as PWD Minister in the Govt. of Arunachal Pradesh. The protest programme was organized at the party office premises, near Civil Secretariat Itanagar.
The youth members gathered in large numbers with placards, banners and shouted slogans against the corruption of the Congress government. Inquiry ordered into alleged water supply scheme irregularities

RUKSIN, Aug 26: Taking serious note on the alleged irregularity and financial mismanagement in the construction of Water Supply scheme at Debing village under Ruksin block, East Siang, Deputy Commissioner has ordered Ruksin ADC to conduct inquiry to unearth the facts by constituting a well defined “Inquiry Board”.
The leading villagers of Debing including the Gaon Burahs, PRI members and Congress party workers, who lodged complaint with East Siang DC, alleged that Pasighat division of Public Health Engineering & Water Supply (PHED) department was not executing the construction works properly.
The complainants alleged that construction of sedimentation tank; filter and reservoir of the project were defective and constructed in unsuitable site, while the RCC works were not done as per technical specification. Water supply pipes were laid along the river without erecting girder post, they alleged.
The complainants said they repeatedly approached the PHED officials to select intake point of the drinking water project at ‘Sarkut’ portion of Debing river, but the officials erected the intake point at ‘Lilek’ which is at all not suitable because of water flow during rainy season. Moreover, huge quantity building materials meant for the project were allegedly sold to local traders before completion of construction works.
According to another complaint, the PHED officials forcefully constructed the RCC structures of the project on Debing riverbed blocking the only way to horticulture fields of the villagers.

The road was sanctioned in November 2007 and subsequently, the construction works was started in the same year. But, even after more than eight years the road has not been completed, the Panchayat and GBs of those concerned areas said in its reminder letter to the Chief Executive Officer, Rural Works Department.
The road is still to be blacktopped whereas 90 percent of the total sanctioned amounts have already been spent in the name of construction, they said. Further, no departmental inspection of the road has been made so far in spite of repeated request to take stock of the actual progress of the road work, they rued. As per guidelines, any road project under PMGSY should be completed within the stipulated time period. In this case, all norms and guidelines have been blatantly flouted by the concern construction agencies, they said, and demanded an inquiry to unravel the cause of inordinate delay in completion of the stretch of the road. They further demanded the RWD CEO to immediately resume construction work in that stretch of the road.

Considering future prospects of organic tea and its booming industry in Arunachal Pradesh, the parliamentary secretary made the visit to garner better understanding of cultivation and marketing of organic tea in the state.
Saaya also interacted with the tea estate’s Manager Sanjay Das and was acquainted with the process involved in manufacturing one of the costliest organic tea costing Rs 1, 20, 000 per kg. Tea tasting was also a part of his tour.
The parliamentary secretary also noted that the climate and altitude of Yachuli constituency is similar to that of Makaibari in Kurseong, which indicates future scope for tea industries, which is in growing demand around the world.

LPA stresses on Master Plan for Pasighat
PASIGHAT, Aug 26: The East Siang district Local Planning Authority (LPA) in its first meeting held at the DC’s conference hall here yesterday stressed on the preparation of master plan for Pasighat township.
Presiding over the LPA meeting which was convened by the district administration, DC cum LPA chairman Isha Khosla has stressed on preparation of master plan with update of land use map. She assured that all the groundwork required under Master Plan preparation shall be done within given timeframe.
She further informed that a signature campaign on Smart City will be organized during ensuring Solung Festival for eliciting citizens aspirations and requirement under the mission. She also laid stress on sustainable urban planning and the administration’s strict role in regulation of development of Pasighat township.
“Take utmost care while framing “Master Plan” including all need based issues for present and future generations, Khosla said. There is a need for a comprehensive urban infrastructure with provision of all modern amenities, she said adding that the administration will also take help of Smart City consultant(s) and pursue the state government for approval.
Earlier, local MLA Kaling Moyong said “Master Plan” is a statutory document envisaged for orderly and systematic development of the township. It is an ambitious project, he said and called upon the officers and all the stakeholders to submit their plan and projects to the administration to make the project very successful. Fresh scented garbage
Dear Editor,
With mushrooming of colorful private residential buildings in our twin capital, we can see lots of garbage and trashes that are thrown nearby the compound, surroundings and on the roof of govt. quarters, by tenant and some people who are residing in the private buildings. Due to heavy rainfall, the waste materials that are thrown from the buildings are not only emitting harmful foul rotten smells but are clogging the drains and making it a place for mosquito to breed in. As we can see, there is already increasing rates of malaria and dengue cases in our state, which are caused due to unhygienic surroundings.
Therefore, I would like to request the private resident owners, tenant and the people who reside in private buildings not to throw any kind of garbage’s in the neighbors’ compound and surroundings. Keeping our surroundings clean will only help in the betterment of our society.

Extreme flop engineering
Dear Editor,
The Extreme flop engineering by Arunachal Engineers/ Govt/ Contractors is apparently visible now days in the ongoing Barapani area road elevation work where the actual requirement was a proper drain. Even a common layman like us can see the flop engineering work which is surely not a developmental work but wastage of public exchequer only. The traffic problem has and is being more aggravated by this work as the road sides will remain slope and no vehicle can overtake and park there, Road sides has become swimming pools. One driving on that road is sure and compelled to remember our great govt engineers, concerned Minister and great contractors of this state. One and all is surprised why capital drains are not constructed and if constructed why for name sake only? Arunachal is having distinction of two parallel drains (Bank Tinali) and more intriguing is that none of them are of proper use and none of them are constructed properly and purposefully. Even the road side roads (if exists) are on higher level where water from road cannot go. The roads practically remain like drains. Why the people and engineers do not understand that road waters should gently slope down to drains? There should have been a rule that under no circumstances the side roads, connecting side roads etc be on higher level than the main road. Road is essential and should be on first priority for all and this should be understood by all.

APCMUHIS facility needed
Dear Editor,
Through your esteemed daily, I would like to draw the kind attention of the concerned authorities toward the hardship faced by the downtrodden public of the Itanagar area in getting the benefit associated with the introduction of Arunachal Pradesh Chief Minister’s Universal Health Insurance scheme or in getting proper and affordable health service. APCMUHIS, a noble initiative of our beloved honourable chief minister Nabam Tuki ,wherein every Arunachalee is entitled for a cashless treatment worth Rupees Three lacs in any empanelled hospital. But to a utter surprise, RK mission hospital despite being empanelled under APCMUHIS has failed to provide cashless treatment to its patient. APCMUHIS is like an ATM without a balance or zero balance in RKMH.
Whereas, the humanitarian or social services conducted by the R.K.Mission authorities is beyond any doubt to the citizens of Arunachal Pradesh, whether it’s in the form of providing quality education to the children or better health facility to the patients. So, our question is why the reputed medical institution is behind in providing cashless treatment to its patients, when all the institution, even private one are running a rat race for it.
It’s the only hospital where most of the patients of itanagar depend for their medical treatment.
Therefore, it’s the prayer from the aggrieved patient of Itanagar to start accepting APCMUHIS in the RK Mission Hospital for the service of the mankind and make APCMUHIS a grand success.

The dilemma of AP
Dear Editor,
I would like to highlights my view point regarding the use of shortened form of our state Arunachal Pradesh as AP. In our country everyone know AP is the short form of Andhra Pradesh then what is the short form of Arunachal Pradesh? Is it A.P or Ar.P? Everywhere we see as in signboard where short form AP is used and now we prefer using AP instead of Arunachal Pradesh. Within the state it is not a problem but when we are outside, the confusion can be great and sometimes it can put us in great shock.
A few days ago i had opened The Times of India news site on mobile site and I saw the headlines “Congress MLA among 5 dead in train mishap in AP”. It shocked me more and I was worried that the incident had happened in Arunachal.
When maximum peoples think A.P is Andhra Pradesh then what should be is the short form for Arunachal Pradesh?
So my request to the concerned authorities is to look into the concerned lines seriously so that there are no further confusion.
